Abstract (Document Summary) Plans for a backflow valve on Grainery Avenue looked good on paper. Trouble was, no one visited the site before approving the job last summer. "The county apparentlyAutomatic Control Valves said this is where it should go," said County Commissioner Jim Norman. "Everybody signed off on the plans, but nobody actually went out there and looked at the site." Residents of Grainery Avenue Check Valves lodged so many complaints with county commissioners that Planning and Growth Management staff recently informed leaders at Bible-Based Fellowship Church that they would have to move the valve to another location - out of sight.
